General Summary of Duties: As a leader in this highly visible role of Kitsap Mental Health Services (KMHS) , the Chief Administrative Officer (CAO) is responsible for enhancing the internal organizational processes and infrastructure, with a focus on continuous improvement in workflows, fiscal accountability, and customer service. Th e CAO is responsible for the Facilities, Human Resources, Information Services, and Finance/Accounting staff. This role manages and interprets financial and operational data to measure performance and identifies organization-wide improvement opportunities across the Agency.

Supervisory Responsibilities: Senior Director of IS, Director of Human Resources, Director of Facilities, Director of Finance, and other staff as appropriate.

Major Responsibilities/Tasks:

Duties and Responsibilities
  • Plans, directs, coordinates, and oversees the Human Resources, Facilities, Finance, and Information Services departments, as well as helping shape the strategic direction of the Agency.
  • Collaborating with the CEO shapes policy and procedures and creates the necessary infrastructure to ensure the efficient operations of the Agency.
  • Assists the CEO in developing and implementing the organization's strategic long and short-range plans and its business plan.
  • Working with key stakeholders, assists in and oversees the timely development of the annual Operating and Capital budget.
  • Represents KMHS and interacts with regulatory agencies, insurance carriers, and other professional and community groups.
  • Enhances operational effectiveness, emphasizing cost containment and high-quality client care.
  • Develop and direct strategic human capital management/planning to ensure the Agency employs, develops, and retains the best talent available.
  • Collaborating with the Director of Human Resources to develop and implement staff, manager, and leadership development programs that support a system-wide succession planning process for leadership at all levels.
  • Supervises Information Services to advance technology innovations, networks, and systems that support improved services and efficiencies.
  • Provide product-line profitability analysis for the various KMHS entities.
  • Coordinating activities with the Facilities Director and Housing Director for the maintenance, care, construction, renovation, accessibility, contract compliance, and safety of structural and non-structural facilities.
  • Administers business-related risk management programs, including property and liability insurance, and oversees employee health and welfare benefits plans.
  • Oversee preparation of periodic financial forecasts and cash flow forecasts for KMHS entities as required.
  • Provides profitability models of the currently managed care contracts and assists in the development of rate strategies
  • Participates as a KMHS' Executive Leadership Team member in the financial and functional decision-making processes necessary for the successful attainment of the organization's mission and strategic plan.
  • Ensures KMHS meets and maintains regulatory and compliance requirements.
  • Provides expertise in planning new services and expanding existing services, promoting revenue growth.
  • Assumes a lead role in analyzing and exploring means of reducing costs, including participation in performance improvement activities.
  • Practice and adhere to the Code of Conduct, Mission, Vision, and Value Statements.
  • Other duties as assigned.

Department Leadership
  • Establish the reporting departments' vision to support KMHS's strategic mission, vision, and core values.
  • Select and retain excellent employees and act to ensure the quality of service, technical expertise, and continued development. Set high but achievable goals and foster professional growth. Lead by example with the result that department employees are empowered to achieve their objectives.
  • Ensure that department systems provide cohesive support to KMHS's mission and that it operates effectively within the ethical, financial, prudent business practice and legal parameters.

Organizational Leadership
  • Execute and oversee assigned special and ongoing projects.
  • Proactively support KMHS's mission, vision, core values, and policies and lead by example for others.
  • Develop and maintain effective relationships with other social services and community behavioral health agencies as necessary and internal and external partners to accomplish respective missions.
  • Actively participate in the KMHS Administrative meetings, board meetings, and other committees as necessary and appropriate.
  • Review progress toward objectives and provide timely reports to the CEO and the board.


Qualifications

Minimum Qualifications:

EDUCATION: Master's degree in business, human resources, accounting, healthcare administration, or a related field. OR 10+ years managing human resources, information services, finance, and/or healthcare administration may be a substitute for education.

EXPERIENCE: Expert (established expert, 7+ years of experience)

Seven to ten years of progressive leadership experience.

Demonstrated knowledge of the interaction of complex organizations and success in achieving organizational missions.

High degree of initiative, judgment, energy, discretion, decision making, and the ability to maintain the strictest confidentiality in all business matters.

Preferred Qualifications:

Ten or more years of progressive financial leadership and experience in healthcare or a community-based mental health facility.

Demonstrated success managing business operations.
