Certified Community Behavioral Health Clinic Project Evaluator

General Summary of Duties:

CCBHC is a SAMHSA grant-funded program aimed at transforming community behavioral health systems and providing comprehensive, coordinated behavioral health care. The Project Evaluator works closely with CCBC Project Director and administrative and clinical leadership to develop and implement an evaluation plan. Member Quality Assurance Team.

Supervisory Responsibilities: None

Major Responsibilities/Tasks:
  • Develop and implement a comprehensive, strategic evaluation plan, including the development of process and outcome metrics and plans. Supports performance measurement and quality improvement activities, including assisting in the design of performance databases and reporting tools/ formats; collecting, analyzing, and preparing reports on performance outcomes.
  • Develop and implement a comprehensive CCBHC strategic evaluation plan, working closely with CCBC Project Director, administrative, operational, and clinical leadership to evaluate Plan goals, identified objectives, and process and outcome metrics. Support performance measurement and quality improvement activities, including assisting in the design of performance databases and reporting tools/ formats; collecting, analyzing, and preparing performance outcome reports.
  • In collaboration with IS Team, develop CCBHC Data Plan, including designs for data collection, performance databases, reporting tools/forms/formats; with IS Team, assure CCBHC required data submission timelines and all required reporting capacities are met.
  • Collaborate with CCBHC staff to collect and manage data and provide technical assistance to ensure accurate, timely data collection. Routinely ensure data accuracy occurs. Design surveys, interview questionnaires, and data collection tools to support Evaluation Plan. Complete fidelity monitoring of the agency's Evidence-Based Practices.
  • Support performance measurement and quality improvement activities, including analyzing and preparing reports on performance outcomes. Perform statistical data analysis, including creating tabular and graphic presentations using statistical packages for database programs, spreadsheets, word processing, and other software and graphics programs.
  • Prepare findings in the appropriate format to support oral, written, and graphic presentation of results. Present evaluation findings to KMHS Administrative and clinical leadership, and quality assurance team; disseminate findings via presentations and publications as directed.
  • Perform program monitoring, analysis, and evaluation, identify barriers, and interpret and action recommendations. As a member of the Quality Assurance Team, provide data and data analysis related to meeting evaluation plan goals and objectives. With the QA team, make recommendations regarding continuous quality improvements to Leadership. Implement/ coordinate evaluation activities to meet federal & state requirements, including presentations, timely evaluation reporting, and utilization of findings. As needed, participate in agency meetings, SAMSHA meetings, and compliance site visits. Support CCBHC sustainability as directed, collaborating in project planning and developing grants, documents, and reports.

Minimum Qualifications:

EDUCATION: Bachelor's Degree (Master's or Doctorate Preferred) in evaluation, epidemiology, public health, or other related field.

EXPERIENCE: 2+ years of relevant evaluation and program monitoring experience


Preferred Qualifications:

EDUCATION: Master's degree in Business, Human Resources, or a related field.

EXPERIENCE: Expert (4+ years job related experience, program monitoring experience/equivalent qualification.)
